Mandate & legal basis
PD 1096 §203Act on applications for, and issue or deny, building permits and certificates of occupancy.
PD 1096 §301No building/structure may be erected, altered, repaired or demolished without a permit from the Building Official.

Counter workflow

Prepare the application record

Encode ACN/reference number, owner/applicant, project title, project location, barangay, subdivision/lot/block when applicable, permit type, remarks and evaluator/user.

Identify the NBCP use

Select the visible NBCP code and natural label such as A-1 residential single-family, E-2 commercial store/market, or J-2 accessory garage/pool/tower/tank.

Enter building basis

Use the plans to enter floor area, fixed-cost group, footprint and height. Use accessory 50% treatment only when the selected NBCP class is an accessory structure.

Add utilities and attachments

Enter electrical load, electronics devices/outlets, mechanical equipment, plumbing units, septic volume, signs, fences, demolition, line-and-grade and other accessory measurements.

Complete occupancy and inspection fees

Add certificate of occupancy, inspection services, annual inspection percentages/fractions, certifications and any Sec. 212 surcharge or penalty item.

Issue and record the assessment

Compute the itemized breakdown, review it, print the Order of Payment, record OR/payment details when paid, then keep the assessment in the OBO database.
